Mr Greene was first invited to Panama In the winter of 1976, by Omar Torrijos, the charismatic general who had taken power in 1968, ending the right wing dictatorship of President Arias and bringing new pressure to bear on the United States for the completion of a new Panama Canal Treaty. This led to the eventual illegal invasion of Panama by US troops.
